State law requires that all operators must have and maintain current Operator Certification from the State Water Resources Control Board, Division of Drinking Water and the Regional Water Quality Control Board in order to be employed by the Los Alamos Community Services District. The District also requires that all operators be certified by the California Water Environment Association in Sewer Collection. Kevin Barnard, General Manager - Kevin was hired November 3, 1993, and has been with the District for past 24-years. Kevin is certified as a Grade 3 Water Distribution Operator, a Grade 2 Water Treatment Operator, a Grade 3 Sewer Collection Operator and a Grade 2 Wastewater Treatment Operator. On May 10, 2017, the Los Alamos CSD Board of Directors appointed Kevin as a Board Member to the San Antonio Basin Groundwater Sustainability Agency (SABGSA) Kevin will represent the Los Alamos CSD and its customers by working with the rest of the SABGSA Board Members to develop and implement a Groundwater Sustainability Plan for the San Antonio Basin as part of the Sustainabile Groundwater Management Act (SGMA). Kevin is also the Chief Plant Operator for the District's Wastewater Treatment Plant. He is responsible for all State and Federal Reporting and laboratory sampling to ensure that safe, healthy, reliable services are provided to its customers. Kevin conducts long and short range planning of infrastructure, budget preparation, supervises Operations Supervisor and has general charge of field personnel. Kevin ensures that the complete operation and maintenance of the water and wastewater facilities are running as economically and efficiently as possible. Kevin reports directly to the Districts Board of Directors.
Candyce Clark, Office Manager/Treasurer - Candyce was hired March 14, 1996, and just celebrated her 22-Year Anniversary with the District. Candyce is responsible for the complete administrative functions of the office including accounts payable, accounts receivable, monthly water and sewer billing, monthly financials, as well as, maintains the official records of the District. Candyce also provides support to the General Manager and works with Developers, Attorney and CPA. Candyce is also the Treasurer and Secretary to the Board of Directors. Candyce reports directly to the Districts Board of Directors.
Refugio Chavez, Operator Grade II- Refugio was hired May 5, 1997, and has been with the District for the past 21-years. Refugio is certified as a Grade 2 Water Distribution Operator, a Grade 1 Water Treatment Operator, a Grade 1 Sewer Collection Operator and a Grade 2 Wastewater Treatment Operator. Refugio is responsible for all facets of operating and maintaining the District's water and wastewater facilities, including well sites, water tanks, Ferrini Park, sewer lift stations and wastewater treatment plant.
Juan Ramon Gomez, Operations Supervisor- Ramon was hired October 1, 2003, and has been with the District for the past 15-years. On July 1, 2015, Ramon was promoted to Operations Supervisor. Ramon is responsible for supervising the Districts field operators, to maintain general control out in the field and while the General Manager is away from the office and to ensure that the District's equipment and infrastructure are running as economically and efficiently as possible. Ramon is responsible for the operation and maintenance of the District's water and wastewater facilities. Ramon is certified as a Grade 2 Water Distribution Operator, a Grade 2 Water Treatment Operator, a Grade 2 Sewer Collection Operator and a Grade 2 Wastewater Treatment Operator. Rodrigo DeLira, Operator-In-Training (OIT) Rodrigo was hired August 25, 2017, as an Operator-In-Training in water and wastewater. In December of 2017, Rodrigo finished his Sacramento State University Home Study Course in Wastewater Treatment and in October 2018, will take his State Wastewater Treatment Exam. He will take his State Water Distribution Exam in April of 2019. Rodrigo is being trained in the Districts operation and maintenance and is responsible for all facets of the District's water and wastewater facilities, including well sites, water tanks, Ferrini Park, sewer lift stations and wastewater treatment plant.
