Notice of Public Hearing for Water and Sewer Service Charges
California Constitution Article XIII D Section 6 requires that a notice of public hearing be mailed to property owners of record and tenants directly responsible for the fee at least 45 days before the public hearing.
The notice must contain (a) the amount of the fee or charge proposed to be imposed; (b) the basis upon which it was calculated; (c) the reason for the fee or charge; (d) the date, time, and location of the public hearing.

Rate Increase Approved Following Proposition 218 Hearing
On September 29, 2025, the Board held a public hearing in accordance with Proposition 218 to consider proposed adjustments to utility rates. After reviewing public input and cost-of-service data, the Board approved a flat rate increase effective October 1, 2025.
